Layer 9 — Building shell, site & construction

The building and the site: developers, operators and REITs, the hyperscalers and labs that fill them, the architects, contractors and MEP trades that build them, structure and envelope materials, site utilities, security, and commissioning.
Layer 9 is everything that has to exist before a rack can be turned on: the land, the building, the people who design and build it, and the site-level systems that aren't power or cooling but still gate occupancy. It runs from the capital allocators at the top (developers, REITs, and the hyperscalers/neoclouds/labs who lease or own the finished building) through the design chain (architecture and MEP engineering, then general contractors, then self-perform MEP and electrical trades) into the physical shell (steel, precast, envelope, raised floor) and the site systems that ride alongside it (prefab and modular skids, water and fiber entrance, physical security, and commissioning). The chain is sequential in a way most of the other layers aren't: land and power interconnection get secured first, design follows, and construction trades queue up behind design freeze — so a slip anywhere upstream pushes every downstream trade. The investable choke points are less about any single component and more about capacity: engineering and self-perform electrical labor, precast and switchgear-adjacent steel fabrication, and the general contractors with a track record of hitting AI-campus schedules are all named repeatedly as the constraint, not the underlying commodity materials. REITs and developers capture the real estate and power economics; the design-build and MEP trades capture a construction cycle that has both gotten larger per project and more repeatable, which favors firms that can standardize a design and redeploy the same crews across many sites.
