Who makes testing, commissioning & certification for AI data centers

Independent commissioning agents, load banks, and test equipment that verify a completed data center's power and cooling systems perform to specification before it goes live, along with the certification bodies that set the standards they test against.

Commissioning is the final gate between construction (Layers 9.04–9.07) and operation: a third-party agent runs the completed electrical (Layer 7), generation (Layer 8), and cooling (Layers 5–6) systems through a sequence of integrated tests — often using load banks to simulate full IT load before real servers are installed — to confirm the building performs as designed under both normal and failure conditions. Certification bodies set the standards (uptime tiers, energy and sustainability ratings) that commissioning tests against and that tenants often require contractually. Larger, more complex, and higher-density facilities require more extensive and longer commissioning cycles, since there are more subsystems and more interactions between them to verify — a liquid-cooled AI hall has cooling-loop and power-delivery interdependencies that a simpler air-cooled enterprise room doesn't. Investors should note that commissioning sits directly on the critical path to a building generating revenue, so backlog and staffing at independent commissioning agents can become a schedule bottleneck independent of construction progress itself.
