Who makes site and civil for AI data centers

Before anything vertical happens, someone clears, grades and prepares the site: earthworks, stormwater, roads, underground utility routes, and the foundations' subgrade. It is the first work on site and one of the most schedule-critical, because everything else queues behind it and because it is the phase most exposed to what the ground actually turns out to be. Data center sites are large and unusually utility-heavy, so the civil scope includes duct banks for incoming power at high voltage, water and gas services, fibre entrance routes that must be physically diverse to be worth anything, and stormwater management sized for a very large impervious area. Getting the underground layout right matters permanently: a service routed badly is buried under the building. The permitting dimension is often what actually governs the timeline. Stormwater, wetlands, traffic and grading approvals are local and can take longer than the work itself, and water discharge in particular has become contentious in several data center regions. What to look for is whether site work is being done under a separate early package to get ahead of the vertical build, which is common on schedule-driven projects, and how the fibre and power entrance routes are arranged — diversity claimed on a drawing is worth checking against where the ducts physically run.
