Who makes fuel and enrichment for AI data centers

A reactor is only as available as its fuel. This part covers the front end after mining: conversion, enrichment, and fabrication into the fuel form a specific reactor needs. It is the step where several advanced designs run into a problem that has nothing to do with their engineering. Most operating reactors use low-enriched uranium, which has an established commercial supply chain. A number of advanced designs need high-assay low-enriched uranium — enriched further than conventional fuel but below weapons grade — and commercial HALEU production capacity is very limited, historically concentrated in Russia, and now the subject of Western programmes to build domestic supply. A reactor design that requires HALEU is dependent on that capacity existing by the time it needs fuel, and the enrichment plant takes years to build. Fabrication is a second gate that is easy to overlook. Advanced designs frequently use fuel forms — pebbles, particles, metallic or salt-dissolved fuel — that no commercial line currently produces at scale, so the fuel needs its own factory and its own qualification programme alongside the reactor's. What to look for is which enrichment level and fuel form a design requires, whether a supplier has an operating plant or a funded plan, and whether fuel supply is contracted or merely identified. This is the sibling constraint to the components part, and it binds sooner.
