Before construction starts, developers need to know where power is available, how long interconnection will take, what land and utility terms look like, and how a given market compares to competing sites — questions answered by a mix of power-market intelligence platforms, brokerage firms, and specialist research shops. This work happens upstream of Layer 9 (building shell, site & construction) and Layer 8 (power generation & energy supply): it determines which sites get built at all and on what timeline. As power availability has become the binding constraint on where AI campuses can go, the intelligence used to find and secure that power has become a more active part of the site-selection process than it was for earlier generations of data centers, where power was rarely the limiting factor.
